Кодекс етики АСОЦІАЦІЇ ЗАВОДЧИКІВ УКРАЇНИ

Преамбула.

Кодекс етики громадської організації «АСОЦІАЦІЇ ЗАВОДЧИКІВ УКРАЇНИ» (далі за текстом - Кодекс) є обов’язковим для дотримання усіма членами громадської організації «АСОЦІАЦІЯ ЗАВОДЧИКІВ УКРАЇНИ» (далі за текстом - АЗУ), заводчиками, суддями, власниками та опікунами собак, інструкторами, хендлерами, учасниками та гостями заходів, які проводяться під егідою АЗУ.

Порушення однієї чи більше статей цього Кодексу та інших відомчих документів АЗУ можуть слугувати підставою для застосування дисциплінарних заходів до порушника.

1. Загальні засади

1.1. Здоров’я та благополуччя тварин є найвищим пріоритетом.

1.2. Будь-яке жорстоке ставлення до тварин чи створення умов, які потенційно можуть зашкодити здоров’ю та благополуччю тварин, суворо заборонені.

1.3. Співробітництво, толерантність, етична поведінка та повага до тварин, колег та оточуючих людей має дотримуватися повсякчас.

1.4. Неетична, образлива чи агресивна поведінка не допускається ні за яких обставин.

1.5. Будь-яка дискримінація не допускається.

1.6. Будь-яка шкода репутації АЗУ та її членів недопустима.

1.7. Дотримання та неухильне виконання усіх відомчих документів АЗУ є обов’язковим.

2. Власник тварин (або опікун, або особа, якій власник доручив доглядати за твариною)

2.1. Власник тварини чи людина, яка опікується твариною за усним чи письмовим дорученням власника, несе повну відповідальність за здоров’я, благополуччя, поведінку і безпеку тварини та оточуючих його людей.

2.2. Власник тварини має забезпечити необхідні умови утримання, транспортування, годування, доступ до питної води, вигулу, фізичної активності усіх тварин, які знаходяться у нього на утриманні.

2.3. Власник тварин має забезпечувати чистоту та гігієну у місцях утримання, транспортування та вигулу тварин.

2.4. Власник тварини має забезпечити засоби ідентифікації тварини (тавро, чіп) та ефективний контроль за твариною.

2.5. Власник тварини має забезпечити відповідний ветеринарний догляд за твариною, проведення відповідних щеплень, ветеринарне втручання, якщо необхідне.

2.6. Будь-яке хірургічне втручання з метою зміни зовнішності тварини заборонене, якщо воно не зумовлене медичними показаннями.

2.7. Забороняється використання будь-яких медичних чи інших засобів з метою коригування поведінки тварини.

3. Заводчик

3.1. Розведення тварин із комерційною метою заборонене.

3.2. Заводчик зобов’язаний дотримуватися правил племінного розведення у системі АЗУ, правил оформлення в’язок та іншої племінної документації.

3.3. Тільки функціонально і клінічно здорові тварини з типовою для породи конституцією можуть використовуватися в племінному розведенні.

3.4. Заводчик гарантує, що тварина, яку він/вона збирається використовувати для племінного розведення, має стійкий темперамент і знаходиться в гарній фізичній формі.

3.5. Тварин із виявленими спадковими захворюваннями у племінному розведенні використовувати заборонено.

3.6. Для збереження або, переважно, збільшення генетичного різноманіття породи необхідно уникати в’язок одних і тих же провідних особин кілька разів поспіль, а також інбридингу.

3.7. Необхідно уникати в’язок, в результаті яких може збільшитися ризик захворювань або функціональних розладів, або погіршення якості потомства.

3.8. Тільки тварини з яскравим темпераментом, з яскравим породним типом можуть використовуватися в розведенні, також, як і тварини, які не показують ознак розладів поведінки, які проявляються надмірно агресивною поведінкою або нападами страху, в ситуаціях, які можна вважати буденними для даної тварини.

3.9. Будь-яка тварина повинна бути в змозі здійснити в’язку самостійно. Штучне запліднення не повинно використовуватися для подолання фізичної нездатності тварини.

3.10. Заводчик має впевнитися, що в’язка, вагітність та народження потомства не нашкодять здоров’ю тварини.

3.11. Заводчик має реєструвати усі приплоди, отримані від усіх в’язок.

3.12. Коли потомство знаходиться на утриманні заводчика, він повинен забезпечити йому відповідні умови утримання, фізично і ментально сприятливу атмосферу, а також гарантувати ветеринарний догляд та його нормальну соціалізацію.

3.13. Заборонено надавати неправдиву інформацію про походження тварини, його фізичний стан, екстер’єрні якості та темперамент, а також свідомо вводити в оману майбутнього власника тварини.

3.14. Заводчик має оформити умови передачі тварини новому власнику документально у письмовій формі відповідно до чинного законодавства.

3.15. Заводчик має впевнитися, що новий власник тварини забезпечить необхідний догляд та відповідне утримання та турботу про тварину.

3.16. Заводчик має заохочувати нового власника тварини до участі у різних заходах у системі АЗУ.

4. Учасник заходу під егідою АЗУ

4.1. Учасником заходу вважається:

- особа, яка зареєструвала свою тварину для участі у заході;

- особа, яка супроводжує тварину на заході чи експонує його в ринзі/є провідником, фігурантом і т.ін.;

- особа, яка придбала вхідний квиток на захід чи скористалася запрошенням.

4.2. Учасник заходу повинен своєчасно з’явитися на реєстрацію та місце проведення заходу.

4.3. Учасники, що спізнилися чи не з’явилися взагалі, до участі у заході не допускаються, вартість реєстрації не повертається.

4.4. Учасник не може заходити до безпосереднього майданчика проведення заходу чи виходити з нього без дозволу організаторів чи уповноважених ними осіб.

4.5. Забороняється торгівля тваринами у місці проведення заходу.

4.6. жорстоке поводження з тваринами заборонене.

4.7. Учасникам заходу під егідою АЗУ забороняється приводити тварин у суворих нашийниках, електоронашийниках чи намордниках, тощо. За межами місця проведення заходу тварини мають утримуватися на коротких повідках чи у клітках.

4.8. Учасникам заходу забороняється залишати тварин без нагляду, у тому числі в клітках чи автомобілях.

4.9. Дозволяється розміщення кліток із тваринами лише у спеціально відведених зонах.

4.10. Дозволяється проводити грумінг та тренування тварин лише у спеціально відведених для цього місцях.

4.11. Забороняється використання будь-яких препаратів, які можуть змінити натуральний колір, текстуру, структуру шерсті, шкіри, мочки носа, повік чи будь-яка штучна зміна зовнішності тварини.

4.12. Забороняється неетична поведінка по відношенню до організаторів, помічників організаторів, членів бригад, членів оргкомітету та інших учасників заходу.

4.13. Забороняється вживання спиртних напоїв у будь-якому місці на території проведення заходу, окрім кафе та ресторанів.

4.14. Паління в місці проведення заходу дозволене лише у спеціально відведених для цього місцях.

4.15. Забороняється розміщення реклами, не узгодженої із організаторами заходу.

5. Член АЗУ

5.1. Член АЗУ має дбати та підтримувати репутацію та імідж АЗУ на національному та міжнародному рівнях.

5.2. Член АЗУ має дотримуватися Статуту АЗУ та усіх відомчих Положень АЗУ.

5.3. Член АЗУ ні за яких обставин не може брати участь у заходах, які містять елементи жорстокого ставлення до тварин.

5.4. Образи, зневага, наклепи, агресія категорично недопустимі у особистому спілкуванні чи спілкуванні в соціальних мережах в системі АЗУ.

5.5. Автор публікації в соціальних мережах та інтернет несе повну відповідальність за неї та наслідки цієї публікації.

5.6. Принципи приватності та конфіденційності мають обов’язково дотримуватися.

6. Керівники та співробітники осередку АЗУ

6.1. Керівник та співробітники осередків зобов’язані бути прикладом неухильного дотримання усіх діючих відомчих документів АЗУ, а також дотримання високих стандартів поведінки з метою зміцнення довіри та поваги суспільства до спільноти заводчиків.

6.2. Керівник та призначений співробітник осередку АЗУ особисто відповідають за надання та передачу достовірної інформації, її збереження та конфіденційність цієї інформації про тварин та їх власників до бази даних АЗУ.

6.3. Етичне ставлення до колег, членів АЗУ та тих, хто збирається стати членом АЗУ, повага та співробітництво, високий професіоналізм у роботі є обов’язковими.

7. Дисциплінарні заходи

7.1. Порушення норм цього Кодексу та інших відомчих документів АЗУ попередньо розглядаються конфліктно-правовою комісією та іншими профільними комісіями АЗУ, які ретельно вивчають скоєне порушення та передають результати його розгляду разом із рекомендаціями до Президії АЗУ щодо застосування дисциплінарних заходів до порушника.

В залежності від тяжкості та наслідків порушення норм цього Кодексу до порушника можуть бути застосовані наступні дисциплінарні заходи:

- догана;

- заборона участі у заходах АЗУ (виставках/спортивних та інших змаганнях);

- відсторонення членів АЗУ та/або тварин, що їм належать, від ведення виставкової/спортивної діяльності під егідою АЗУ та інших заходів на території України на певний час чи остаточно;

- відсторонення членів АЗУ та/або тварин, що їм належать від ведення племінної діяльності під егідою АЗУ (реєстрації в’язок, приплодів, тварин, народжених в Україні, та імпортованих тварин) на певний час чи остаточно;

- анулювання назви розплідника АЗУ;

- дискваліфікація як члена АЗУ на певний час чи остаточно;

8. Прикінцеві положення

8.1. Цей Кодекс набирає чинності з дня, наступного за днем його опублікування

Code of ethics of the UKRAINIAN BREEDERS ASSOCIATION 

Preamble.

The Code of Ethics of the NGO "ASSOCIATION OF BREEDERS OF UKRAINE" (hereinafter - the Code) is mandatory for all members of the public organization "UKRAINIAN BREEDERS ASSOCIATION" (hereinafter - UBA), owners, dogs, judges handlers, participants and guests of events held under the auspices of UBA.

Violations of one or more articles of this Code and other departmental documents of the UBA may serve as grounds for disciplinary action against the violator.

1. General principles

1.1. Animal health and well-being are a top priority.

1.2. Any cruelty to animals or the creation of conditions that could potentially harm the health and well-being of animals are strictly prohibited.

1.3. Cooperation, tolerance, ethical behavior and respect for animals, colleagues and others must be maintained at all times.

1.4. Unethical, abusive or aggressive behavior is not allowed under any circumstances.

1.5. Any discrimination is not allowed.

1.6. Any damage to the reputation of UBA and its members is unacceptable.

1.7. Compliance with and strict compliance with all departmental documents of the UBA is mandatory.

2. The owner of the animal (or guardian, or the person to whom the owner has entrusted the care of the animal)

2.1. The owner of the animal or the person who takes care of the animal on the verbal or written instructions of the owner is fully responsible for the health, well-being, behavior and safety of the animal and the people around him.

2.2. The owner of the animal must provide the necessary conditions for keeping, transportation, feeding, access to drinking water, walking, physical activity of all animals that are kept by him.

2.3. The owner of the animals must ensure cleanliness and hygiene in the places of keeping, transportation and walking of animals.

2.4. The pet owner must provide means of animal identification (brand, chip) and effective control of the animal.

2.5. The owner of the animal must provide appropriate veterinary care for the animal, appropriate vaccinations, veterinary intervention, if necessary.

2.6. Any surgery to change the appearance of the animal is prohibited unless it is due to medical indications.

2.7. The use of any medical or other means to correct the animal's behavior is prohibited.

3. Breeder

3.1. Breeding of animals for commercial purposes is prohibited.

3.2. The breeder is obliged to follow the rules of breeding in the UBA system, the rules of registration of matings and other breeding documentation.

3.3. Only functionally and clinically healthy animals with a typical constitution for the breed can be used in breeding.

3.4. The breeder ensures that the animal he / she intends to use for breeding has a stable temperament and is in good physical shape.

3.5. It is forbidden to use animals with detected hereditary diseases in breeding.

3.6. In order to preserve or, preferably, increase the genetic diversity of the breed, it is necessary to avoid mating of the same leading individuals several times in a row, as well as inbreeding.

3.7. Mating should be avoided, which may increase the risk of disease or functional disorders, or the deterioration of offspring.

3.8. Only animals with a bright temperament, with a bright breed type can be used in breeding, as well as animals that do not show signs of behavioral disorders, manifested by excessively aggressive behavior or fear attacks, in situations that can be considered commonplace for this animal.

3.9. Any animal should be able to mate on its own. Artificial insemination should not be used to overcome the physical disability of the animal.

3.10. The breeder must make sure that mating, pregnancy and the birth of offspring do not harm the health of the animal.

3.11. The breeder must record all offspring obtained from all matings.

3.12. When the offspring are dependent on the breeder, he must provide him with appropriate housing conditions, a physically and mentally favorable atmosphere, as well as guarantee veterinary care and his normal socialization.

3.13. It is forbidden to provide false information about the origin of the animal, its physical condition, external qualities and temperament, as well as to deliberately mislead the future owner of the animal.

3.14. The breeder must document the transfer of the animal to the new owner in writing in accordance with applicable law.

3.15. The breeder must make sure that the new owner of the animal will provide the necessary care and appropriate maintenance and care for the animal.

3.16. The breeder should encourage the new owner of the animal to participate in various activities in the UBA system.

4. Participant of the event under the auspices of UBA

4.1. The participant of the event is considered to be:

- a person who has registered his animal to participate in the event;

- a person who accompanies the animal at the event or exhibits it in the ring / is a conductor, participant, etc .;

- a person who has purchased an entrance ticket to the event or used the invitation.

4.2. The participant of the event must appear at the registration and venue of the event in a timely manner.

4.3. Participants who are late or do not show up at all are not allowed to participate in the event, the registration fee is non-refundable.

4.4. The participant may not enter or leave the immediate venue of the event without the permission of the organizers or their authorized persons.

4.5. It is forbidden to trade in animals at the venue.

4.6. animal cruelty is prohibited.

4.7. Participants of the event under the auspices of the UBA are prohibited from bringing animals in strict collars, electric collars or muzzles, etc. Outside the venue, animals should be kept on short leashes or in cages.

4.8. Participants are not allowed to leave animals unattended, including in cages or cars.

4.9. Animal cages are allowed only in specially designated areas.

4.10. Grooming and training of animals is allowed only in specially designated areas.

4.11. It is forbidden to use any drugs that can change the natural color, texture, structure of hair, skin, nasal lobe, eyelids or any artificial change in the appearance of the animal.

4.12. Unethical behavior towards organizers, assistant organizers, team members, members of the organizing committee and other participants of the event is prohibited.

4.13. It is forbidden to drink alcohol anywhere on the territory of the event, except for cafes and restaurants.

4.14. Smoking in the venue is allowed only in specially designated areas.

4.15. Advertising that is not coordinated with the organizers of the event is prohibited.

5. UBA member

5.1. UBA member must care for and maintain the reputation and image of UBA at the national and international levels.

5.2. UBA member must comply with the UBA Charter and all departmental UBA Regulations.

5.3. Under no circumstances may a member of the UBA participate in activities that contain elements of cruelty to animals.

5.4. Insults, contempt, slander, aggression are strictly unacceptable in personal communication or communication on social networks in the UBA system.

5.5. The author of the publication on social networks and the Internet is fully responsible for it and the consequences of this publication.

5.6. The principles of privacy and confidentiality must be respected.

6. Managers and employees of the UBA cell

6.1. The head and employees of the branches are obliged to be an example of strict observance of all current departmental documents of the UBA, as well as adherence to high standards of conduct in order to strengthen public trust and respect for the breeder community.

6.2. The head and the appointed employee of the UBA unit are personally responsible for providing and transmitting reliable information, its storage and confidentiality of this information about animals and their owners to the UBA database.

6.3. Ethical attitude to colleagues, members of UBA and those who are going to become members of UBA, respect and cooperation, high professionalism in the work are required.

7. Disciplinary measures

7.1. Violations of this Code and other departmental documents of the UBA are preliminarily considered by the conflict of law commission and other relevant commissions of the UBA, which carefully study the violation and submit the results of its consideration together with recommendations to the Presidium of the UBA on disciplinary action against the violator.

Depending on the severity and consequences of violation of the provisions of this Code, the following disciplinary measures may be applied to the violator:

- reprimand;

- ban on participation in UBA events (exhibitions / sports and other competitions);

- removal of UBA members and / or animals belonging to them from conducting exhibition / sports activities under the auspices of UBA and other events on the territory of Ukraine for a certain period of time or permanently;

- removal of UBA members and / or animals belonging to them from conducting breeding activities under the auspices of UBA (registration of matings, offspring, animals born in Ukraine and imported animals) for a certain period of time or permanently;

- cancellation of the name of the nursery UBA;

- disqualification as a member of the UBA for a certain period of time or permanently;

8. Final provisions

8.1. This Code shall enter into force on the day following the day of its publication
